What Does It Mean to "Stack" an FHA Loan With Hometown Heroes?
Stacking means combining two programs so one covers what the other requires. FHA loans require a minimum 3.5% down payment. The Florida Hometown Heroes program provides a second mortgage of up to 5% of the loan amount specifically to cover that cost. When the math lines up, the Hometown Heroes funds pay your entire down payment — and sometimes a chunk of your closing costs — leaving you at or near $0 out of pocket at the closing table.
This isn't a workaround. The Florida Housing Finance Corporation designed Hometown Heroes to work alongside FHA, USDA, and VA loans. Participating lenders submit both applications simultaneously, and the second mortgage funds are wired directly at closing. You don't manage two separate loan processes — your lender does it as a package.
Who Qualifies for the Hometown Heroes Program?
You need to check three boxes to qualify for Hometown Heroes in Tampa Bay.

Second: Income. Household income limits apply. For 2026, the cap in Hillsborough and Pinellas counties is approximately $128,000 for most household sizes. Pasco and Polk County limits are similar. You do not need to be low-income — the program is designed for working households priced out of homeownership by upfront costs, not income.
Third: First-time buyer status. You must not have owned a home in the last three years. A surviving spouse of a veteran or a displaced homemaker may qualify as a first-time buyer even with prior ownership.
You also need a minimum 640 credit score and a debt-to-income ratio under 50%. If your credit is between 580 and 639, you can still pursue an FHA loan on its own — but you'll need to bring your score to 640 before layering in Hometown Heroes.

How Does the FHA + Hometown Heroes Stack Actually Work?
Here's a real-number example using a $300,000 home purchase in the Tampa Bay area:

- Required down payment (3.5%): $10,500
- Loan amount: $289,500
- Maximum assistance: 5% of $289,500 = $14,475

You need at least a 640 credit score to access Hometown Heroes — the program sets that floor, regardless of what FHA allows. If you're currently at 610 or 625, you're closer than you think. Many buyers reach 640 within 60–90 days by paying down revolving balances, disputing collection accounts, and avoiding new credit inquiries.

Some lenders also layer on their own requirements. A few approved Hometown Heroes lenders in Tampa Bay require 660 or even 680 for the best pricing. Shopping multiple lenders — especially those with specific Hometown Heroes experience — matters.

New construction works fine with this stack. Several builders in Riverview, Wesley Chapel, Wimauma, and Ruskin have preferred lenders already approved for Hometown Heroes. Always ask the builder's lender directly whether they participate — not all builder-preferred lenders do, and you are not required to use the builder's lender.
