What is the Hometown Heroes program?

How repayment works
The assistance is structured as a deferred second mortgage at 0% interest. There is no monthly payment. The balance is due only when you:
- Sell the property
- Refinance the first mortgage
- Pay off the first mortgage in full
If you live in the home and never refinance, you could hold the $0-payment second mortgage for decades.
2026 eligibility requirements
- Employment: Full-time (35+ hrs/week) with a Florida-based employer
- Credit score: 640 minimum
- First-time buyer: Have not owned a home in the past 3 years (veterans exempt)
- Income cap (2026 est.): $156,450 for Hillsborough, Pinellas, and Pasco counties
- Homebuyer education: HUD-approved 8-hour course required (veterans with VA loans exempt)

Important: funding runs out
Unlike federal loan programs, Hometown Heroes operates on a first-come, first-servedfunding pool. When the state's annual allocation is reserved, the program closes until new money is appropriated. In 2024 and 2025, funding was exhausted within months of opening. Getting pre-approved early is the single biggest step you can take.
